The Jems journey, supporting more than 50% of Interreg programmes and saving 15.3 million

On 12 March 2025, the Interreg Community came together to celebrate the Jems journey.

Over 150 Interreg practitioners came together to reflect on the development and delivery of the Joint Electronic Monitoring System (Jems).

The success of Jems was explained in its three key achievements:

·       More than 50% of Interreg programmes use Jems

·       Jems saved Interreg 15.3 million euros on software development costs

·       80% of beneficiaries find Jems easy to use

Additional benefits of Jems include indirect savings and resource gain by not having 86 programmes working to develop independent monitoring systems. It also provides beneficiaries and the various financial bodies reviewing the delivery of Interreg, with a common tool for multiple programmes.

The success of Jems is a shared success of Interreg, from the Member States who endorsed the project, to the programmes who quickly joined the Core Group to guide the implementation, and of course, to the 48 programmes who adopted Jems as their monitoring software. Jems also integrates with Index, keep.eu and Arachne among others, helping Interreg achieve more with data transmissions.

Reflecting on the success of Jems, Petra Masácová, Head of Interact MA commented:

“Jems is a shared success for Interreg, and a clear demonstration of what you can achieve with the spirit of cooperation. Jems achieved a huge milestone when it became the system supporting the majority of Interreg programmes. Together with HIT, they provide the foundation of a shared approach to implementing cooperation programmes.“

Moray Gilland, Head of Unit D.1, DG REGIO added:

“Jems is one of the jewels in the crown of Interreg, a demonstration of what is possible when you work together. Jems is clearly a necessary, beneficial, and logical tool, which could only have come from programmes willingly working together. The success of Jems is a clear demonstration of the value of cooperation, and it emphasises Interact’s unique role in supporting Interreg to achieve more.” [Quote not approved]

Martin Pospischill, Head of European Affairs Department, City of Vienna, reflected:

“As Austria celebrates 30 years of ascension to the European Union, the success of Jems is a standout project for the City of Vienna, as the host of Interact Office Vienna. It is one of the largest and most relevant projects undertaken in the context of supporting cooperation programmes all across Europe, and we are grateful for the enormous support from all stakeholders in making it such a success.”
