Horizontal principles 2021-27

Procedures

Horizontal issues have become increasingly important in the period 2021-27. Everyone agrees to the principles but in practice, it turns out challenging to develop pragmatic and efficient pathways for a visible integration of the principles in the programme and project life cycles. 

In close cooperation with colleagues from DG Regio we would like to go through the horizontal principles and issues to support your final steps in programming. 

In the meeting we will address the following:

  • Horizontal principles and issues, such as The initial Horizontal Principles, the EU Charter of Fundamental Rights, Gender equality, non-discrimination (including accessibility), and Sustainable development.
  • The green dimension, including Strategic Environmental Assessment (SEA); the Do No Significant Harm (DNSH) Principle, as well as the Contribution to climate and biodiversity objectives.
  • The holistic dimension in the New European Bauhaus (NEB).
  • The implementation dimension of E-cohesion, Public procurement, and the Durability of results.
