Measuring the Benefits of European Territorial Cooperation Programmes – The Typology System

INTERACT has developed a system that attempts to measure the benefits of projects which are co-financed by European Territorial Cooperation programmes.

The typology system is a system which:

  • provides evidence based statements regarding how Territorial Cooperation is aiding Europe;
  • identifies the project's best achievements and provides an interesting, transparent and useful picture of those achievements;
  • provides data which can be aggregated at the European level to provide a simple overview;
  • is simple and fits any project, in any programme and in any strand;
  • requires minimum extra input from projects and programmes.

The initial proposal has been developed, modified and adapted through an extensive consultation period. In 2010 and 2011, twenty-one programmes (twelve cross-border, eight transnational, and one inter-regional) participated in the first phase of piloting, based on which the typology system was finalised.

To find out more about the typology please see the attachments:

  • The Typology System - Background Paper (2011)
  • The Typology System - Examples of Achievements (2010)
  • Project Achievement Report - template including guidance for projects (on request available in other languages)
  • The Typology System FAQ - Summary of questions and observations received up to date

INTERACT will continue assisting participating programmes in any way possible and, in particular, through events and meetings to maximise the usefulness of the typology system and its results. Therefore, we are available to come to your events which are held for different stakeholders (project partners, monitoring committee members etc) to clarify the typology system and the purpose of it.

Typology is of course linked to many projects regarding ETC post 2013 that INTERACT is working on, which all complement each other. This is why we are putting more effort into bringing future related activities together in order to explore better the synergies between these topics. It is important to see typology as part of a bigger picture encompassing strategic programming process andas a pilot in capturing the outcomes of ETC.

If you have further questions or suggestions or you would like to join the pilot group, please do not hesitate to contact Polona Frumen (firstname.lastname@interact-eu.net), INTERACT Point Viborg.
