Financial Management Regulatory Framework

General regulatory framework for ETC

Financial management of ETC programmes is based on the principles of the Financial Regulation (EC) No 1605/2002 governing the establishment and implementation of the EU budget and the control of the European Communities' finances. On the webpage of DG Budget you can find the Financial Regulation implementing rules as well as proposals for the modification of this regulation.

Eligiblity rules

In the 2007-2013 programming period there are three levels of eligiblity:

Community rules (articles specified below);
National rules (according to Article 56 (4) of Regulation (EC) No 1083/2006);
Programme rules (according to Article 21 and 22 of Regulation (EC) No 1828/2006).
