Improving the natural risk management within the cross-border region of Romania-Bulgaria

General Information

This strategic project is funded by the Romania-Bulgaria Cross-Border Cooperation Programme under the European Territorial Cooperation 2007-2013.

Objectives & Activities

The main objectives of the project are:

  • Improvement of the emergency preparedness and intervention
  • Development of a joint integrated system for efficient monitoring and disaster consequences mitigation along the Danube river and the border area
  • Establishment of a cross-border network for ambient air quality monitoring
  • Achieving integrated, interdisciplinary monitoring, evaluation and prevention of disasters caused by hail in the border region
  • Lowering the flood risk through prevention, protection and efficient management
  • Improving the cooperation between the public authorities and the academic circles for efficient natural risk management within the cross-border region
  • Expanding the knowledge and mobilising civil activity for flood risk protection and natural protection
  • Development of a uniform cross-border concept for hydro meteorological phenomena risk assessment; development of a joint risk assessment and mapping methodology; issuing of handbook "Risk assessment", training seminars and an information campaign
  • Selection of a pilot catchment; creating a GIS and a DTM model; development and application of a hydrological and 1D and 2D hydraulic model; flood risk assessment and mapping; residual risk assessment and development of management measures.

The main activities of the project are:

  • Feasibility study
  • Joint investments necessary – for the joint monitoring
  • Joint investments necessary – for the joint intervention, joint procedure or methodology, joint preparation activities, joint cooperation exercises
  • Activities regarding the integrated system study for evaluation and preventing the disasters caused by hail in Romania-Bulgaria border region
  • Assessment of the situation existing within RO-BG cross-border region in the field of ambient air quality monitoring
  • Creation of joint working systems in order to facilitate work in the risk disaster reduction field
  • Organising trainings and information dissemination
  • Elaborating and disseminating of a joint manual containing best practices for control of pollution accidents procedures

National Co-financing – EUR 1,496,160.72
