Programme Reporting and Monitoring

This section is dedicated to programme reporting and monitoring issues, presenting examples of different systems, good practices and tools used.

Monitoring is an exhaustive and regular examination of the resources, outputs and results of public interventions. It is based on a system of coherent information including reports, reviews, indicators, etc. Monitoring system information is obtained primarily from final beneficiaries and is used essentially for steering programme implementation.

 Monitoring requires:

  • a transparent indicators system;
  • data collection systems allowing for accurate data collection;
  • reports from beneficiaries on a regular basis;
  • programme annual implementation reports.

Key milestones for programme annual reporting:

  • 30 June (each year, starting in 2008) - Managing Authority (MA) to submit annual implementation report to COM (Regulation (EC) No 1083/06 art. 67(1)).
  • Within ten working days of receipt of the annual implementation report - COM to inform Member State on the admissibility of the annual report (Regulation (EC) No 1083/06 art.67(3)).
  • Within 2 months of confirmation of admissibility of the annual report - COM to inform the Member State on its opinion about the report (Regulation (EC) No 1083/06 art.67(4)).
