Programme preparation consists of strategic programming and development of programme structures and procedures. Here you can find out more about strategic programming.
Programme preparation, or programming, is a strategic process that sets the vision, direction and focus for each programme implementation at its initial phase. Some important questions addressed at this stage are related to the desired change which a programme aims to achieve, the links to strategic European and national objectives, the main players/partnerships to be mobilised in order to achieve the aims, as well as the proposed actions and measures that would support and show evidence these changes. In other words: Territorial cooperation programmes and projects "...should make a real and measurable change to the ways regions work. Even the remotest regions in Europe should be at the cutting edge of development and cooperation projects should play a vital role in this process" (Elisabeth Helander).
The 5th Cohesion Report and Europe 2020 clearly indicate a reinforced focus on a strategic programming approach that streamlines EU, national and regional priorities and translates them into concrete investment priorities and measurable targets. It is also proposed that programme resources focus on a limited number of priorities where there is a proven need for change and where a tangible impact could be demonstrated.
Therefore INTERACT will address the following questions during the preparation phase for post 2013:
- What can we do differently this time around and how are ETC programmes equipped to address these goals?
- How could we provide a strategic focus of the programming process? What is a strategic focus?
- What can we learn from previous experiences?
- Who are the strategic partners to be involved in the process? In what roles?
