Programme Indicators
In this section you can find information and practices regarding programme and project indicators.
European Territorial Cooperation programmes indicators are developed on the programme and project level. The levels of indicators match the levels of objectives and measure their achievement.
Indicators are a technical subject and a great deal of literature has been published on how to set and measure them effectively. It is important, however, that these considerations do not hinder the basic purpose: The indicator targets, set for a programme/project, define its level of ambition. Achieving each of these targets will require achieving one of the success criteria for the programme/project. Indicators should therefore allow monitoring of progress throughout implementation and warn us of the need for corrective action.
Indicators should be, by definition, quantitative – it must be possible to measure them objectively. However, experience shows that in some cases, qualitative indicators could be beneficial, despite being seen as less scientific and more subjective.
INTERACT is trying to identify indicators that could be used across ETC programmes and enable links on one side to Objective 3 and on the other to project indicators. More on this page. Programmes are welcome to send their examples to Polona Frumen (firstname.lastname@interact-eu.net).
