INTERACT Supports Territorial Cooperation Programmes in the “Simplification Process”

INTERACT is developing a Working Paper with the support of a Laboratory Group on Simplification, for the benefit of European Territorial Cooperation programmes.

An important simplification has been introduced in the 2007-2013 ERDF Regulation, allowing Member States to claim indirect costs (overheads) on a flat rate basis up to 20% of direct costs of an operation, as well as standard unit costs and lump sums, which introduces a deviation from the “real costs principle” applied so far.

This regulatory change should relieve the administrative burdens on beneficiaries and management / control bodies, as well as contribute to a more efficient and correct use of funds, in the intentions of the change.


Simplification in the context of Territorial Cooperation
The use of these simplified cost options will have major implications for the management and control of the Structural Funds programmes. Given the multinational nature of the European Territorial Cooperation programmes, where different national eligibility rules as well as management and control systems come together, a specific discussion on the application of the new provisions in the context of European Territorial Cooperation programmes is necessary.

Laboratory Group on Simplification

INTERACT, together with the European Commission and interested programmes, is setting up a Lab Group that will be dealing with the following questions:

  • “How the simplified costs options might be put into practice in European Territorial Cooperation programmes?”
  • “What are the potentials and challenges posed by these new possibilities?”
  • “What impact will this have on programme and financial management?”

Working Paper on simplification
The results of the discussions in the working group as well as desk research and analysis will be integrated into a Working Paper available online, which will include general information and explanations, examples and good practices.

Are you interested?
Some stakeholders have already expressed their interest to actively contribute to the activities and discussions in the Lab Group. Please note that for an efficient work of the group, participation will be limited to about 15 interested persons.
