Training Seminar: "First Level Control and Eligibility in Territorial Cooperation Programmes"

INTERACT Points Turku and Viborg jointly organised a repeat of the popular training seminar on “First Level Control and eligibility in Territorial Cooperation programmes” on 6-7 May in Stockholm.

The seminar provided an overview of the regulatory requirements which need to be fulfilled when setting up First Level Control systems. The content moved from the basic requirements outlined in the regulations to how they can be implemented in practice.

The seminar outlined common problems which may be encountered in the process and proposed workable solutions. It provided an introduction to the key points that will ensure sound control systems in Territorial Cooperation programmes and provided an opportunity to exchange experiences and questions.

In particular the seminar covered:

The control process and what controllers and auditors are expected to deliver;
First level control tools, techniques and common problems from the past;
What controllers actually check and what can be left for other programme bodies;
Controlling project accounting systems, the audit trial and soundness of expenditure;
Controlling eligibility of expenditure.

The content built on the new regulations governing the 2007–2013 funding period, European Commission good practice documents on control, extensive interviews and analysis of documents from a range of programmes, projects, control bodies and other financial actors. Presentations were accompanied by an extensive case study which allowed participants to explore the issues faced when controlling Territorial Cooperation programmes and projects, learn about common problems and get ideas for solutions and methods.
