Procurement & Large Scale Projects
To support the implementation of Large Scale Projects and to discuss issues related to secondary procurement in the ENPI CBC programmes, five meetings of the Procurement and Large Scale Project Laboratory Group have taken place. During the meetings, issues related to identification, implementation and the preparation of necessary support documentation are discussed.
The Guide on Secondary Procurement in ENPI CBC Programmes (please see the section "downloads") describes the applicable rules and provides guidance for the practical application of these rules. It also presents a comparative analysis of the national procurement legislation of Belarus, Ukraine and the Republic of Moldova with PRAG rules and explains the necessary adjustments needed in order to comply with the requirements of Annex IV. The guidelines are also available in the relevant national languages.
The INTERACT ENPI experts are providing guidance for the beneficiaries and project partners of Large Scale Projects on different topics (eg. procurement, contracting).
