Publication on Public Procurement in Structural Funds Projects and Programmes

An INTERREG expert has recently published a guide in German on public procurement in structural funds projects and programmes.
The guide is entitled "EU-Förderungen und Vergaberecht - Ein praxisorientierter Leitfaden für rechtskonforme Auftragsvergaben in EU-Strukturfondsprogrammen und -projekten"(2008, VDM Verlag Dr. Müller).
The author, Christina Bauer, is legal expert at the Managing Authority of the Alpine Space Programme. Having gained more than 8 years of experience in managing a Structural Funds programme and supervising co-funded projects she provides detailed information about public procurement in the implementation of such programmes and projects.
In the book common mistakes observed in the purchase of goods and services are demonstrated and many hints are given to ensure that both the requirements of public procurement law and of the Structural Funds regulations are fulfilled. Many questions are answered which have not yet been treated in the relevant literature. The book addresses itself to public and private organisations involved with EU programmes and projects and obliged to obey public procurement rules.
The publication is available in German only and has a specific focus on Austrian public procurement law. However, since national laws of the Member States have to implement and respect the relevant EU-directives and jurisdiction of the European Court of Justice many aspects discussed in the book can be relevant to actors in other Member States, too.
