Some key messages of the Conference:
- Evaluation needs to capture the effects of the policy:
- The Commission alone cannot deliver evidence on the performance of the policy - Member States and regions need also to deliver evaluation evidence - starting now!
- Robust evaluation methods should be used. Conference workshops provided insights into methods which could be used in different areas of intervention.
- There is a need for political debate on the performance of the policy.
- If we want a policy that performs and if we want to be able to demonstrate this through evaluation, we need also to be clear on what the objectives of the policy are - and not overload the policy with a multiplicity of objectives.
