INTERACT Point Vienna is Looking for Experts

INTERACT Point Vienna is inviting interested experts to submit a declaration of interest for support in various activities.

Since 2003 INTERACT has regularly cooperated with external experts in the provision of its services. Our experts have mostly been individuals involved in the day-to-day programme and project management of INTERREG / European Territorial Cooperation programmes.
INTERACT Point Vienna is currently in the process of updating information on potential experts, including experts who worked with us in the past and new entries to the market.
INTERACT Point Vienna therefore invites experts with substantial experience in one or more of the following fields to submit INFORMAL EXPRESSIONS OF INTEREST:
- Financial Management of INTERREG / European Territorial Cooperation programmes
- Roles and tasks of the Managing Authority / Joint Technical Secretariat such as programme risk assessment and risk-based management of the technical assistance budget.
- Roles and tasks of the Certifying Authority such as achieving reasonable assurance and dealing with irregularities and recoveries.
- Roles and tasks of the Audit Authority and the Group of Auditors, including tools, methodologies and standards of Second Level Control (SLC).
- First Level Control (FLC) such as tools and methodologies, documentation of FLC work and communication with Second Level Control.
- Others...
- Management of IPA CBC programmes between Member States and Candidate / Potential Candidate Countries
- Roles and tasks of the IPA CBC programme bodies (MA, JTS, IPA Operating Structures, etc.)
- PRAG (financial management and secondary procurement).
- IPA CBC project development.
- Others...
- Evaluation and Monitoring of INTERREG / European Territorial Cooperation Programmes and Projects
- Evaluation, monitoring and communication of outputs, results and impact of international cooperation programmes and/or projects.
- Policy analysis, including assessment of benefits and costs of international cooperation programmes/projects or comparable experience.
- Others...
- Communication and Public Relations (PR) of INTERREG / European Territorial Cooperation Programmes and Projects
- Development, implementation and/or evaluation of programme or project communication plans.
- Provision of training in PR and communication for cooperation programmes or projects.
- Web 2.0 applications to cooperation of multi-cultural and multi-lingual teams.

Target groups of INTERACT are stakeholders of INTERREG / European Territorial Cooperation programmes such as Managing Authorities, Joint Technical Secretariats, Certifying Authorities, Audit Authorities, and First Level Controllers as well as members of the Monitoring and Steering Committees and other representatives of Member States and regions. For INTERACT IPA CBC services, the target group also includes programme stakeholders from IPA countries, including Operating Structures. In exceptional cases, the target group can also encompass project managers / final beneficiaries.
Due to the dynamic and demand-driven nature of INTERACT, external experts could be involved in a range of activities such as expert input to INTERACT events, contribution to the INTERACT newsletter, development of INTERACT events, peer-to-peer reviews, research and preparation of summary articles, studies and practical handbooks.
INFORMAL EXPRESSION OF INTEREST
All experts are expected to have:
- A proven track record in the areas of regional development and especially the European Regional Development Fund (and in case of IPA CBC external funds cooperation). Experience with INTERREG/European Territorial Cooperation and/or IPA CBC programmes is highly appreciated;
- Good knowledge and understanding of the legal and institutional framework of European Territorial Cooperation programmes;
- Good command of English language.
Interested experts are not required to be able to cover the full range of expertise but may indicate in their INFORMAL EXPRESSION OF INTEREST, which types of expertise they wish to cover and particular interest they may have.

INFORMAL EXPRESSIONS OF INTEREST should include the information and CVs of individual experts who wish to cooperate with INTERACT rather than company information.
