July 1990: INTERREG is officially launched. 31 cross-border cooperation programmes at the internal and external EU borders lead to the implementation of nothing less than 2,500 projects between 1991 and 1993. Despite a rather limited community contribution of EUR 1.082 million (only for the internal borders), cross-border cooperation becomes the laboratory of European integration!

INTERREG I supports actions in the fields of:

  • Development of and support for small and medium-sized firms
  • Tourism and agritourism
  • Provision of local water, gas and electricity supplies and local telecommunications
  • Rural development
  • Pollution prevention and control
  • Improved transport and other communication systems
  • Training and employment measures
  • And others

The innovative actions programme ECOS-Ouverture is initiated by the European Commission in 1991, short after the fall of the Berlin wall. It supports interregional cooperation between local authorities in the European Union and Central and Eastern Europe. The “RECITE, Regions and Cities for Europe” programme, launched by the European Commission at the same time, and the Pacte programme financed by the European Parliament, support interregional cooperation within the European Union.

The 1992 Maastricht Treaty marks the next important stage in EU integration – it sets the aim to create Economic and Monetary Union and single European currency.
