Kick-off Event Cross-programme Evaluation

INTERACT Point Vienna organised a Kick-Off Meeting on Cross-programme Evaluation

As a follow-up of the Programme Evaluation work carried out by INTERACT in 2009, including the ETC Evaluation Laboratory group, evaluation seminars and discussions during the INTERACT POINT Vienna Regional Network meeting, INTERACT Point Vienna was very happy to respond to several requests by programmes to pilot two cross-programme evaluations in central and south eastern Europe (including the Danube area). IP Vienna organised, coordinated and implemented the two cross-programme evaluations. Thereby IP Vienna was supported by Richard Hummelbrunner and Kai Böhme, two excellent evaluation experts with a wide range of expertise and experiences on evaluation and cross-programme evaluation. The cross-programme evaluation has started with this Kick-off meeting and should be finished by June 2010.

In this KICK–Off Meeting Evaluation topics, purpose, objectives and decision-making processes were established (see draft agenda). Interested representatives of programmes and other stakeholders in the IP Vienna Zone were invited to the Kick-off meeting.

DG Regio evaluation unit of the European Commission, welcoming this initiative, advised INTERACT to be focused and targeted rather than to cover everything in the cross-program evaluations. Therefore we suggested two different pilot cross-programme evaluations one focusing on thematic aspects and the other one on operational aspects of the programmes.
