Governance

This section is dedicated to the implementation of capitalisation methodology in the field of good governance.

Capitalisation is applied in different ways by various stakeholders and is mostly process-related. The methodology of capitalisation is often applied thematically, in order to analyse the results of projects that deal with the same issue and to benchmark their impact, sustainability and dissemination. Article 37.6 (b) of Regulation (EC) No 1083/2006 is an example of how capitalisation may be reached through a closer link between the three objectives of Cohesion Policy. Regions making use of this tool can implement the activities of their operational programme while taking advantage of the added value in cooperating with it. The result of such an exercise is a fuller governance model in the implementation of Cohesion Policy.

Pilot activity on Capitalisation and the use of article 37.6 b

INTERACT Point Valencia is going to start a pilot activity in 2011 that will see the active participation of several European regions wanting to establish stronger links among Cohesion Policy objectives and produce high quality results through cooperation projects. A road map and calendar was developed with the support of the participating regions so that by the October 2011 we will have the results of this exercise. Article 37.6 b of Reg 1083/2006 allows regions to run cooperation activities outside the framework of ETC programmes, it therefore allows administrations to explore the added value of interregional partnership in field of activity that often ETC can tackle only in limited ways. The pilot will show whether this article is really providing the link between ETC and other objectives and if regions should suggest some innovative methodologies and tools to better achieve their objectives.
