Harmonisation of First Level Control

Simplification and the harmonisation of the approach to FLC across Europe.

An important aspect of the harmonisation effort is First Level Control (FLC), especially its simplification and the harmonisation of the approach to FLC across Europe.

The specific objectives of the effort are to:

  • Understand differences and similarities between control procedures, terminologies and documents currently used in European Territorial Cooperation.
  • Harmonise the terminologies and procedures used across Europe (FLC Procedures Compendium).
  • Develop an agreed-upon common template (control report), based on agreed upon FLC workflow and outlining minimum control standards to be used and adapted by the programmes and Member States for FLC.
  • Establish a community of practitioners who take an active interest in further improvement of quality, effectiveness and efficiency of control in ETC.
  • Promote the principles of simplification, risk-based control and professional judgment.
  • Develop a common approach to risk-based control, including sampling methodology for administrative verification.
  • Develop a common template for the FLC Certificate, which reflects the work actually done by controllers.

Activities were initially presented and discussed at the first meeting of the ETC Post 2013 Working Group on Finance Management and FLC 7-8 April 2011, in Brussels, Belgium. Further discussions occurred during regional FLC networks in 2011 and 2012. The next meeting of the Working Group will take place 28-29 March 2012, in Madrid, Spain.

The target groups are Managing Authorities, programme finance managers and controllers.
