DG Regio Mailing 30 March 2010 - Financial reporting- table 2.1.2 of Annex XVIII of Commission Regulation (EC) No 846/2009
In its mailing of 30 March to managing authorities of ETC programmes the European Commission clarified the following:
Concerning the first column "Expenditure paid out by the beneficiaries included in payment claims sent to the managing authority": This should include all expenditure declared to the MA, irrespective of whether it has been accepted by the Certifying Authority. The second column "Corresponding public contribution" should include all public expenditure, i.e. national/regional public and ERDF. Finally, the one but last column "Expenditure paid by the body responsible for making payments to beneficiaries" should indicate payments made from the Certifying Authority (or body making the payments) to the beneficiaries, so this should reflect "real cashflow".
