DG Regio Mailing 30 June 2010 - Article 52 of Implementing regulation (EC) No 1828/2006
In its mailing of 30 June to managing authorities of ETC programmes the European Commission clarified the following: There seems to be confusion about the use of simplified cost options in the ETC programmes. Please note that overheads based on real costs can still be eligible pursuant to Art. 56 of Regulation 1083/2006. If you want to make use of flat rates (and other simplified cost options), however, these have to be based on Art. 7 of Regulation 1080/2006 for projects approved as from 13 October 2009.

Directive 2006/112/EC was amended by Directice 2008/08/EC of 12 February 2008. The new provisions enter into force on 1 January 2010 and are of importance concerning applicable VAT regimes for service delivery within the European Union.
