Project applications and assessment in European Territorial Cooperation programmes – training seminar

INTERACT Point Viborg and Turku held a seminar on project applications and assessment in European Territorial Cooperation programmes.
The seminar was aimed at programme stakeholders involved in all stages of project assessment, such as staff of the Managing Authorities and the Joint Technical Secretariats, and the members of the Monitoring and Steering Committees. The aim was to explore the programme procedures and documents that enable effective project assessment and approval of quality projects.
Building on a survey of the documents in use in a number of INTERREG IV programmes, this event presented for the first time a comparison of what different programmes really want to know, how they ask about it and how they assess the answers. Since by this point most of the programmes had selected at least a first set of projects, there was an opportunity to discuss the experiences and possible challenges that programmes were dealing with.
The seminar focused on how selection criteria, assessment procedures and application forms might be used to steer the quality of project applications. Links between programme objectives, assessment criteria, application forms and reporting were discussed. Participants learned more about the main assessment and application questions and their scope, as well as how to reflect programme requirements in application forms. The tools and methods for effective project assessment were presented.
