Evaluation & Selection Process

The theme is designed to support the programmes' structures in organising the evaluation and selection of the project proposals. The aim is also to collect, systematise and capitalise information in order to strengthen internal capacities in preparing and managing next calls for proposals.

The evaluation and selection process of project proposals is described in the "Guide for assessing project applications under ENPI CBC programmes" (please see the "downloads" section). This guide provides a comprehensive overview of the entire assessment process. In addition, a comparative analysis on the Rules of Procedure of the Selection Committee as well as one on the Terms of Reference for selecting external assessors (please see the "downloads" section) have been elaborated in order to widen know-how transfer and exchange of knowledge among programmes.

A seminar on the results and lessons learnt in the first Call for Proposals, aimed at facilitating exchanges among participants and promoting a learning process based on their direct experiences concerning the evaluation and selection process was organised in May 2010.

Since early 2010, the INTERACT ENPI experts provide on-going support to the Selection Committees of ENPI CBC programmes on methodological and procedural issues related to the evaluation and selection process through tailor-made trainings and also through participation as observers in the Selection Committee meetings.
