Outcomes of the Joint Consultation on "The Review of the EGTC Regulation"

The joint consultation organised by the Committee of the Regions with the support of INTERACT and the EU Presidency Trio (Spain, Belgium, Hungary) was presented on 6 October at the Open Days
91 contributions were received between May and July 2010. Essentially the report indicates that the EGTC Instrument is a very valuable tool for integrated territorial cooperation and an essential governance tool. The EGTC Regulation in its current version needs revision for some aspects, but no fundamental modification is deemed necessary by most participants in the survey.
As far as the use of the EGTC for ETC programme and project management is concerned, most recipients support the EGTC as a suitable instrument for subsidiarity implementation, and for facilitating programme governance. Issues were pointed out, relating to the need to simplify the set up process; potential conflicts of interest (between EGTC as MA and as beneficiary) need to be addressed. Some recipient suggest a bonus principle for ETC projects managed by EGTC, others are against this. Clarification is needed on the eligibility of EGTCs as sole beneficiaries, as some programmes do not acknowledge this.
Finally the EGTC advantages are widely acknowledged: hiring of staff, transparent and visible structure for sustainable partnerships, etc, even though various provisions need revision.
