INTERACT Cross-Programme Evaluation

The new evaluation framework introduces a more strategic approach to evaluation and does not bind Member States to evaluations at the level of the individual operational programme. Programmes are encouraged to explore different options to assess their effectiveness and efficiency, and this can also be done by means of looking at several operational programmes to explore issues of common concern or thematic priorities.

During 2009-2010 INTERACT Point Vienna conducted two pilot studies aiming at testing the joint evaluation approach together with cross-border cooperation programmes in Central and South-Eastern Europe. The two pilot studies differ in terms of focus and approach, with the first one (the 'operational study') addressing operational and technical aspects of programmes implementation and the second one (the 'thematic study') dealing with thematic aspects and the added value of cross-border cooperation. INTERACT Point Vienna aims with these studies to contribute to the wider discussion of better and more useful evaluations of cooperation programmes.

Three documents were produced as an outcome of the pilot cross-programme evaluation. The joint summary document covers the whole exercise, describing the whole process, identifying limitations and lessons learned and shortly summarising joint findings of both evaluations. Two reports "Operational aspects of cross-programme cooperation in Central and South-Eastern Europe: support mutual learning" and "Thematic aspects of cross-programme cooperation in Central and South-Eastern Europe: understanding the added value", present the findings of each of the evaluations separately.
