EU Requirements on Communication and Publicity Measures

Communication contributes to achieving programme and projects results of the European Territorial Cooperation initiative. For the period 2007-2013, the European Commission introduced some explicit provisions regarding communication and publicity for the implementation of Council Regulation (EC) No 1083/2006 of 11 July 2006.

In pursuit of this goal, the objectives of communication as the European Commission fixes them, are dual: ensure transparency and raise the profile of positive results achieved through the support of the European Union.

Ensuring transparency:

  • Increase awareness on available EU funding, applicable granting rules and procedures toward the potential beneficiaries.
  • Publicise a list of beneficiaries.

Raising the profile:

  • Raise awareness and inform the general public, the media and the elected representatives in the European Union of its positive impact(s) in territorial, social and economic development.

Communication requirements may differ greatly regionally, so in order to achieve those objectives, according to local specificities, general provisions have been laid out by the European Commission in the European regulations (EC) 1828/2006, section 1 (art. 2 to 10) for the implementation of the EU regulations (EC) 1083/2006 (art. 69) and 1080/2006 regarding information and publicity.
