Synergies and Capitalisation
With 91 programmes and tens of thousands of projects up and running, the European Territorial Cooperation objective represents a unique framework for knowledge generation on territorial matters. European Territorial Cooperation stakeholders have expressed a demand for analysis, interpretation and visualisation of macro-level results. INTERACT programme actively supports such aspirations in a number of ways.
Capitalisation
INTERACT initiates analysis and provides a platform for European Territorial Cooperation stakeholders to share individual and organisational knowledge and expertise gained through cooperation and learn from each other. A specific aspect of our work takes a close look at thematic areas relevant for territorial cooperation programmes and projects. The work is future oriented and aims at collecting, analysing and disseminating good practice. Inspiring each other and re-inventing practice is the long term benefit from these activities.
This section is dedicated to the work carried out in specific thematic fields and to creating closer links between the three objectives of the Cohesion Policy.
The Mediterranean Lab Group is an example of capitalising projects’ outcomes at a geographic and thematic level – promoting good practices and the creation of synergies among relevant stakeholders in the Mediterranean area. In addition, the results of the analysis and benchmarking meetings are disseminated as key lessons and recommendations for project practitioners, operational programmes and decision makers. Three thematic poles have been developed so far: natural risks (with a special focus on forest fires), maritime risks and transport. Furthermore, the Lab Group will also dedicate its efforts to energy efficiency and to fostering sustainable networks in the Mediterranean Sea basin.
Synergies
Addressing global challenges, providing contribution to strategic policy goals happens by marrying the efforts and understanding the complementarities between the ETC strands, the ETC programmes and the national/ regional programmes and between the ETC objective and other EU funds. This calls for bringing together complementary skills, knowledge and resources for effectively addressing common problems.
INTERACT’s work spreads over a number of fields in this respect – most notably related to the themes of innovation and energy and by working with Seventh Framework and Intelligent Energy Europe programmes. Another useful pilot activity refers to the work in cooperation in mainstream programmes, which is analyzed in the Governance section and shows how European regions implemented the methodology of cooperation to work with partners from other Countries and obtain the best possible results in projects funded by ERDF and ESF in Objectives 1 and 2 of Cohesion Policy 2007-2013.
