Regulations

Under this section you will find the main MEDA regulations issued by either the European Council or the European Commission.

Strategy Papers

Under this section you will find Euro-Mediterranean programming documents, the so-called "Strategic Papers". Strategic Papers are National Indicative Programmes (NIPs) and Regional Indicative Programmes (RIPs), which follow the 1996 Council Guidelines / MEDA Regulation. Annually adopted financing plans are derived from the NIPs and the RIP. The Strategy Papers are established in liaison with the European Investment Bank.

Country Action Plans

Country Action Plans (Action Plans) are key political documents reflecting agreement between the European Union and partner countries to enhance political cooperation and economical integration in the latter. They build on the existing framework agreements, such as Association Agreements or Partnership and Cooperation Agreements. Action Plans are operational means for the implementation of the financial assistance for neighbourhood countries foreseen under the European Neighbourhood Policy (ENP). The first series of Action Plans were presented by the European Commission for a group of partner countries on 9 December 2004 and cover a timeframe from three to five years.

Areas covered by Action Plans are:

  • Political dialogue and reform including respect for human rights and fundamental freedoms, the rule of law, democracy, as well as political and regional cooperation including conflict resolution, non-proliferation of weapons of mass destruction and the fight against terrorism
  • Economic and social reform and development
  • Trade, market and regulatory reform
  • Cooperation in Justice and Home Affairs
  • Transport, energy, information society and environment
  • People-to-people contacts, cooperation in science and technology, culture and education, civil society cooperation, public health, and cross-border and regional cooperation

DG External Relations publications - Euromed Series

Under this section you will find a description of the Euromed Series documents, which are published by the DG of External Relations of the European Commission. The Euromed Series aim to provide up to date information on the activities, schedule and outputs of the implementation of the Euro-Mediterranean Partnership, the Barcelona process. It also contains news on the MEDA programme.

The Euromed Series comprise four types of documents:

  • Euromed Synopsis: this is a weekly newsletter that covers all aspects of the Barcelona Process. It also includes news on important developments in the Middle East Peace Process that involve the EU. The Synopsis includes announcements about decisions, events, meetings, as well as the latest news about the MEDA programme. There are also sections on new publications connected with the Barcelona Process as well as a section called 'Funding Opportunities', which lists all open tenders under MEDA.
  • Euromed Special Feature: this is a monthly bulletin that gives the background to one particular aspect of the Euro-Mediterranean Partnership that has been in the news (such as bilateral MEDA co-operation in the business sector, Euro-Mediterranean Association Agreements, and so on). The bulletin includes interviews with EU officials.
  • Euromed Calendar: this is a calendar of future events that is updated every month. The events included all concerned activities that take place in the context of the Barcelona Process.
  • Euromed Report: the Report reproduces certain official EU documents (Council Declarations, Ministerial meeting conclusions, etc.) that relate to the Euro-Mediterranean Partnership. Euromed Reports are published when the relevant documents are released.

EuropeAid Co-operation Office publications

The EuropeAid Co-operation Office was set up on 1 January 2001 by the European Commission to optimise the management of European external aid. It responsible for all phases of the project cycle in external aid programmes.

European Investment Bank publications

The Facility for Euro-Mediterranean Investment & Partnership (FEMIP) is the instrument used by the European Investment Bank to implement its operations in the Mediterranean partner countries. FEMIP targets at overcoming economic challenges, as well as enhancing social modernisation and regional integration in the Mediterranean area.
