Study on Human Resources in INTERREG III programmes

This study will analyse the main issues in terms of human resources management in INTERREG III programmes, based on an analysis of a representative sample of programmes. Moreover, a manual will be produced providing guidelines on practical issues such as recruitment practices, position skills desired, staff motivation, transnationality of teams, etc. This practical tool will be especially useful for programme managers and decision makers, with the provision of guidance on the legal arrangements for setting up Objective 3 programmes.
Management of automatic decommitment in INTERREG III programmes

This study has been conceived to provide INTERREG programmes with a basis of reflection on one of the technical aspects of the implementation of the Structural Funds: the consequences of the non-achievement within prescribed deadlines the financial progress of programmes, it is to say the principle of “automatic decommitment”. The document gives analytical but also practical information concerning the reasons and the consequences of automatic decommitment. Some recommendations are provided in order to allow programme managers to face the 2007-2013 programming period more effectively.
Eligibility of expenditure in INTERREG III programmes

Thanks to the cooperation of a significant number of INTERREG III programmes, the different interpretations of the expenditure eligibility criteria are analysed in this study. Good practices are identified and a methodology is proposed for ensuring compliance with the Regulations and easy programme and project management.

Analysis of tools and methods identified in the management of INTERREG IIIB&C Programmes

With the ongoing preparation phase of the new INTERREG programmes 2007-2013 in mind, the "Analysis of tools and methods identified in the management of the INTERREG IIIB and IIIC programmes 2000-2006" produced by INTERACT Point TB offers a catalogue of tools and methods identified as specific features that have been implemented in the management of some INTERREG III B and C programmes during the programming period 2000-2006. They are accompanied by the opinion of the actors concerned regarding the advantages and disadvantages they have identified in the course of the day-to-day management experience.
The document has been produced by INTERACT Point TB with the collaboration of the respective programme structures - mainly JTS -, whose expert approach has provided key input for drafting the paper. The conclusions of a number of IIIB and IIIC programme network meetings organised by INTERACT Programme during 2006 have also been collected.
Territorial evidence and cooperation: Linking analysis and action

Cross-Border Cooperation - Cross-Thematic Study of INTERREG and ESPON activities

This study analyses the preconditions and potentials for integrative cross-border cooperation and the strategic themes of INTERREG IIIA projects within 64 programmes by building upon the scientific findings of ESPON. Results are presented mainly in the form of maps, both those showing the specific integration potential in cross-border regions and those that show patterns of INTERREG IIIA cooperation interposed on thematic ESPON maps. Case studies of several cross-border cooperation areas have added depth and illustration to this largely quantitative study and are presented in full.

Legal study on structures of cross-border cooperation in INTERREG programmes
This study analyses and compares the legal arrangements set up for the management of INTERREG IIIA programmes, such as agreements between programme partners, creation of ad-hoc (cross-border) structures, etc. Based on a comparative analysis of a representative sample of programmes, the study is as a practical tool for programme managers and decision makers, with the provision of guidance on the legal arrangements for setting up Objective 3 programmes.

This report presents a first review of the work carried out by INTERREG and ESPON projects addressing polycentric urban development and rural-urban partnership. Based on this, it provides input for the discussion of possible future activities and cross-fertilisation between ESPON and INTERREG. The study has been conducted within a cooperation of the INTERACT and the ESPON 2006 Programmes facilitating thematic interaction and mutual learning across INTERREG programmes and strands.
Study on Indicators for Monitoring Transnational and Interregional Cooperation Programmes

The Study surveyed different methodologies for developing indicators and assessed their relevance, usefulness and quality in order to propose a new set of indicators. This set has the potential to be applied in the new programming period from 2007 onwards. The Study was conducted in the framework of the INTERREG B and C multi-programme task forces.
INTERACT-ESPON Thematic Study on Environmental Hazards and Risk Management

The aim of the study is to analyse and compare the various ongoing activities related to environmental hazards and risk management in order to draw up proposals for future action, identify gaps and stimulate synergies. The results of the study will be presented at a seminar organised by the INTERACT Point Qualification and Transfer in late autumn 2005. The study is being carried out by the Geological Survey Finland and Helsinki University of Technology. Environmental hazards and risk management are important elements in the discussion of future Structural Funds.
Accessibility, Transport and Communication Networks - Thematic Study of INTERREG and ESPON activities

National Co-Financing of INTERREG IIIA Programmes

This study provides the first structured overview of the co-financing arrangements within IIIA programmes by considering data from 20 of the 25 Member States and 38 of the 64 programmes. The aim is to highlight the variation in practices across Europe during the current programming period, thus giving programme managers, as well as national ministries, the ability to better understand the opportunities available in terms of future solutions.
The resulting document is an extremely effective tool due to the efforts of INTERREG IIIA programme secretariats, the national representatives of the INTERACT Monitoring and Steering Committee and the MT Nominated Contact Persons.
Process Monitoring of Impacts - Applied study for the European Territorial Cooperation programmes

This study provides European Territorial Cooperation programmes, both cross-border and transnational, with guidance for the application of this innovative monitoring approach. It highlights crucial aspects to be taken into account during the whole programme life-cycle (from programming, implementation to closure) and it includes a series of case studies that provide the reader with a significant range of examples, on how the proposed approach has been applied by some programmes.
Study on Selected Monitoring Systems

This study is a comparative analysis of a selected number of monitoring systems currently in use by INTERREG III programmes within the EU25. It provides a structured description of the various monitoring systems in use, an assessment of their relevance and applicability in different setting and conclusions and recommendations concerning best practices.
A study of the Mid Term Evaluations of INTERREG Programmes for the Programming Period 2000-2006

This study is a synthesis of the results of the Mid Term Evaluations of the 2000-2006 INTERREG Community Initiative Programmes, which were carried out in 2003. After publication of a comprehensive collection of Mid Term Evaluations on the INTERACT Website, the INTERACT Programme's Monitoring and Steering Committee agreed that a detailed analysis of these reports was necessary. The research for this report was launched in 2004 by Professor John Bachtler, Sandra Taylor and Karol Olejniczak from the European Policies Research Centre of the University of Strathclyde in Glasgow, having been contracted by the INTERACT Secretariat on behalf of the Austrian Federal Chancellery.

INTERREG - An Assessment of Needs by INTERACT

A result of research coordinated by the INTERACT Programme Secretariat, aimed at assessing the needs of the targets groups for INTERACT Activities and Services, this study was published in 2004. The research was launched in late 2003 and was conducted by two teams LRDP (UK) and SOGES (IT). The summary report presents the main findings and Chapters 1-6 present more detailed results.

Study on INTERREG III First Level Control

This study has an eminently practical approach and aims to provide work tools for the future Objective III programmes with a view to speeding up the process of deciding on and implementing First Level Control systems and increasing the efficiency of systems put in place, and, ultimately, increasing their chances of avoiding automatic decommitment of European funds. The study will be presented and used at an INTERACT Point Tool Box workshop at the EUREGIA event in October 2006.
Study on Spatial Visions and Scenarios

This study presents provides a systematic and comparative overview on the spatial visions and scenario work currently going on in various INTERREG projects and to draw up an analysis of their differences in thematic priorities and methodologies and in particular on how ESPON results can support the further development of spatial visions in INTERREG programmes and beyond. Based on this, it provides input for the discussion of possible future activities and cross-fertilisation between ESPON and INTERREG.
