The vision of the programme is to create and improve networks and cooperation within administrative institutions and organisations and companies. This includes the emergence of new forms of cooperation beyond the borders to manage the projects jointly. To improve the cooperation process constitutes an objective in itself parallel with the programme objective. Cooperation at a local level is imperative in achieving the potential of these border regions.

Grand-Duché de Luxembourg. In France: Départements de Meuse, Moselle et Meurthe-et Moselle (Région Lorraine). In Belgium: Province de Luxembourg.
