INTERACT-ESPON Thematic Studies

The INTERACT Point Qualification & Transfer in cooperation with its partner, ESPON, the European Spatial Planning Observation Network, has carried out a series of studies with the objective to:

  • review current ESPON and INTERREG projects on the themes covered
  • stimulate discussions on future projects in the same area

Accessibility, Transport and Communication Networks - Thematic Study of INTERREG and ESPON activities

Transport communications and accessibility are important issues for the development of the European regions. This importance is reflected in the work of ESPON and INTERREG regional cooperation programmes, which fund many projects working with these themes.

In line with the overall objectives of the INTERACT-ESPON studies, this specific study presents a first review of what has been carried out by INTERREG and ESPON projects dealing with accessibility, transport and communication. Based on this, it provides input for the discussion of possible future activities and cross-fertilisation between ESPON and INTERREG. The study report is available at this website.

In connection with this study, a conference on accessibility, transport and communication networks has been held at 21-22 June 2005 in Prague. Further information on this conference is available at this website.

This study has been carried out by the Netherlands Organisation for Applied Scientific Research, TNO, and Delft University of Technology, OTB.

INTERACT-ESPON Thematic Study on Spatial Visions and Scenarios

Spatial vision and scenario activities carried out in the framework of INTERREG III Programmes are one of the meeting points between INTERREG and ESPON working on Europe-wide territorial development scenarios.

The study provides a systematic and comparative overview on the spatial visions and scenario work going on in various INTERREG projects and to draw up an analysis of their differences in thematic priorities and methodologies and in particular on how ESPON results can support the further development of spatial visions in INTERREG programmes and beyond. Based on this, it provides input for the discussion of possible future activities and cross-fertilisation between ESPON and INTERREG. The study and its annex are available at this website.

In connection with this study, a conference on strategic thinking in INTERREG development: Spatial visions and scenarios has been held at 27-28 February 2006 in Milan. Further information on this conference is available at this website.

INTERACT-ESPON Thematic Study on Environmental Hazards and Risk Management

Environmental hazards and risk management are important elements in the discussion of future Structural Funds. Already today a wide range of activities are carried out in this field under the framework of INTERREG and ESPON. This topic is one of the meeting points between INTERACT, facilitating mutual learning between different INTERREG areas, and ESPON, analysing spatial development trends at European scale.

The study analyses and compares the various ongoing activities related to environmental hazards and risk management in order to facilitate discussions on proposals for future action, gaps and synergies. The study is available at this website.

Preliminary results of the study have been presented on an INTERREG conference on risk management, held at 29-30 November 2005 in Valencia. Further information on this conference is available at this website.

This study has been carried out by the Geological Survey Finland and Helsinki University of Technology.

Cross-border cooperation

Cross-border cooperation has a long tradition within INTERREG and relates to various findings of ESPON projects, not at least the typologies of border regions. ESPON findings show that cross-border cooperation remains a crucial tool for achieving economic and social cohesion in Europe.

The study is reviews and cross-analyses INTERREG and ESPON project activities with regard to the territorial dimension of cross-border cooperation. The main question to be answered is: Which "territorial" topics are addressed by current cross-border cooperations and how does this correspond to (a) topics dealt with by ESPON, and (b) the pictures and typologies of border areas developed by ESPON?

Preliminary results of the study have been presented at a seminar on cross-border cooperation "ESPON findings and INTERREG activities", held at 14 June in Riga. Further information on this conference is available at this website.

The study has been carried out by KTH, Royal Institute of Technology, Sweden, the Stanisław Leszczycki Institute of Geography and Spatial Organization, Polish Academy of Sciences, and the Karelian Institute, University of Joensuu.

Polycentricity and rural-urban relations

Urban development and rural-urban partnership are topics addressed by many INTERREG projects. All most all ESPON studies and INTERREG projects under all three strands address the issue of rural-urban partnership and polycentric urban development. Some of these more explicitly than others. Taken together they cover a wide range of activities, from studies, via the development of strategies or strategic partnerships to infrastructure investments. The perception and understanding of polycentric urban development and rural-urban partnership varies accordingly.

The study provides a systematic and comparative overview on the work polycentric urban development and rural-urban partnership going on in various INTERREG projects and to draw up an analysis of their differences in thematic priorities and approaches and in particular on how ESPON results can support the further development of spatial visions in INTERREG programmes and beyond.

The project is carried out by a research team composed by staff from OTB Research Institute for Housing, Urban and Mobility Studies, the Netherlands, and Nordregio, the Nordic Centre for Spatial Development, Sweden.
