Questions to be analysed by the Project
- Decentralised cooperation in the Mediterranean area, made difficult by lack of appropriate rules.
- The integrating effort is focusing on interests and resources towards the eastern borders of the EU, while the Southern rim of the continent faces the challenge to define long-term strategies to interact with Africa and Asia.
- The Barcelona process gives priority to State-level relations: these are only the initial steps towards the meeting of peoples through decentralised cooperation initiatives.
Objectives
- To smooth the process of establishing concrete common working plans and common transnational cooperation projects between the European, African and Asian countries along the shores of the Mediterranean basin.
- To identify the basis for an operational programme allowing for a better integration of MED-country partners within the EU future external cooperation instruments (the coming "Cooperation" Objective of the recent Neighbourhood Instrument).
Expected outputs
- National directives for trans-Mediterranean cooperation in the MED countries, including basic guidelines for the identification of local roles, responsibilities and rules allowing for decentralised participation.
- Training courses for top-level servants of MEDA countries public administrations on general programming and management principles of INTERREG and draft educational path for relevant officials in charge of managing transnational cooperation operations at national level.
- Road map setting the steps and schedule for the concrete establishment of the new framework for Mediterranean cooperation, beyond the Neighbourhood Instrument, under the "Cooperation" objective.
