| Outline | Introducing Finnish / Russian Neighbourhood Programmes to the Hungarian, Polish and Slovene INTERREG programme managers was the aim of the workshop held in Budapest. INTERREG experts working for the Secretariats or Managing Authorities of several INTERREG / Tacis and INTERREG / CARDS Neighbourhood Programmes met for the first time to discuss the complex subject of CBC along the EU external borders. The discussion not only allowed the Programme experts to familiarise themselves with the implementation arrangements of other areas, but also gave them the opportunity to start discussing common positions on the future of cross-border cooperation with their European partners and neighbours. The discussion was held three weeks after the release of the draft proposals laying down the new Financial Instruments, the European Neighbourhood and Partnership Instruments (ENPI) and the Instrument for Pre-Accession (IPA). The workshop was the starting point for preparing the seminar on Neighbourhood Programmes, held in Warsaw on 27 and 28 January 2005 (link to the documentation for this seminar). |
