INTERACT workshop for new European Territorial Cooperation Programmes

Background
Romanian and Bulgarian authorities involved in the preparation and implementation of the up-coming European Territorial Cooperation (ETC) programmes, requested a support from INTERACT; in particular a training for the future managing authorities, as well as for the Joint Technical Secretariats (JTS), which will be located in Romania and Bulgaria.
At the same time, INTERACT as a programme and the INTERACT Points Managing Transition and External Co-operation (MTEC) and Qualification and Training (QT) would welcome the opportunity to present their activities and services, so that the ETC authorities and people in charge may benefit from them. Moreover the Point MTEC would be able to establish a contact network in these new Member States which will facilitate the implementation of ETC programmes from 2007. The workshop will be organised in cooperation with the European Commission, Directorate General for Regional Policy.

Objective
General objective of the training is to present INTERACT activities and to address common challenges for managing authorities, arising from the preparation and implementation of the new programmes, as well as from the set-up of new common structures, such as JTSs.
In particular the training should first of all provide relevant stakeholders of future ETC programmes with a platform of discussion on:
- the main rules and changes for the future programmes, prepared and implemented under the new ETC regulation, including structures to be set-up, tasks and responsibilities, lead partner principle, as well as a strategic approach on project development. Lessons learnt from INTERREG III;
- FINANCIAL Training, including structures (CA, AA, etc.) financial flows and audit, as developed by the Point QT. Due to the limited time available, this session will focus on financial questions arising from drafting the Operational Programme and the period immediately afterwards. Lessons learnt from INTERREG III;
- the main needs and interests of the authorities involved will be also identified;
- some introduction of the main similarities and differences of the external border cooperation (IPA and ENPI) to ETC programmes, as well as to the previous neighbourhood programmes, may be also included.

Methodology
In a first session, INTERACT structure, its activities and services provided by the Points will be presented as well as the main challenges ahead for the managing authorities.
The second session will have parallel workshops:
- addressing the above mentioned financial issues;
- identifying needs and expectations of the authorities involved.

In order to provide a broader knowledge exchange and create synergy effects with the programmes for associated countries such as IPA, INTERACT would like to involve not only the Romanian and Bulgarian partners but also address some Balkan Countries such as Croatia and Serbia, if possible.
