Background
On 29 September 2004, the European Commission (EC) adopted two new proposals for regulations for the period 2007-2013: the European Neighbourhood and Partnership Programme (ENPI) will support action in Eastern Europe, Caucasus and the Mediterranean (DG RELEX), while the Instrument for Pre-Accession (IPA) will be put in place (DG ELARG) for candidate countries (Croatia, Turkey, fYRoM) as well as potential candidate countries (remaining Western Balkan states). These two instruments are policy driven and are intended to replace the numerous instruments of the previous period. Both instruments will have a cross-border component for which complementary ERDF funding will come from the new "European Territorial Cooperation" objective, currently INTERREG. Cross-border components of the ENPI and IPA include economic and social cohesion as well as external policy objectives. During 2006 the EC expects to finalise the "ENPI CBC Strategy Paper"; building on previous experiences from CBC under Tacis and Meda. The document sets out the strategic approach and the framework to the ENPI CBC programmes, laying down the programmes, their eligibility, the content and funding allocation together with an analysis of the present situation in the area. The steps taken have included the development of implementing rules for the cross-border components of ENPI, inspired by the decentralised management of the Structural Funds. The Partner countries of ENP have taken active role in participating the programming of ENPI CBC. The processes require wide dissemination of information on these co-operation opportunities and focus on particular area at a time, Black Sea Basin being one of such key focus areas. Objective Programming the ENPI CBC has commenced and Odessa Regional State Administration has offered to organise a conference together with INTERACT Point Managing Transition and External Cooperation to strenghten the programming processes in Black Sea Basin and to exhange experience from Neighbourhood Programmes 2004-2006, that were put in place as transitional programmes leading to decentraliced programme management structures. With a view to programming processes, INTERACT Point MTEC together with EC services (DG RELEX and Europe Aid) is supporting the launch of programming by providing Black Sea Basin focused information in a conference on 28-29 September 2006 in Odessa for a wide target group of ENPI stakeholders; national-, regional- and local authorities that deal with the CBC-component of the current instruments in place and programme partners involved in the present management and development of the Neighbourhood Programmes as well as the national-, regional- and local authorities with their counterparts involved in programming the ENPI CBC 2007-2013 together with potential major project implementers from eligible regions of all Black Sea Basin countries: Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Moldova, Romania, Russian Federation, Turkey and Ukraine. A number of issues have already been dealt with through a consultation process with the Member States and partner countries. INTERACT MTEC together with the EC DG RELEX, DG ELARG, DG REGIO and EuropeAid has followed up on some technical questions during Spring 2006 by gathering together all stakeholders including the neighbouring countries. For this purpose, INTERACT MTEC in co-operation with the EC services did organise three conferences with the following approach: (1) Present to the ENPI-IPA stakeholders the proposed programming framework and the main elements of the CBC strategy for ENPI and for IPA. (2) Provide an overview of the implementing rules. (3) Provide the necessesary elements in order to kick-off the process of preparation of the Joint cross border co-operation programmes. The conference "ENPI Cross-Border Cooperation in Black Sea Basin 2007-2013" is a continuation of this series of events and concentrates on detailed questions of co-operation opportunities and programming. The participant’s were provided with an opportunity to network. Material packs including the workshop documentation were distributed to all participants.
