The workshop is based on interactive approach between programme partners and their implementing bodies together with the INTERACT experts. Main emphasis is on finding common interpretations for eligibility of expenditure in Lithuania and Poland, respecting the possible limitations set by national rules. Discussions are built on case examples from current project applications by both Lithuanian and Polish Lead Partners. Participants are expected to familiarise themselves with the INTERACT MT Handbook on eligibility, the Application Pack and relevant EC regulations before attending the workshop. TOPICS - Eligibility of costs in INTERREG IIIA programmes - Presentation of INTERACT MT Handbook on Eligibility - Organisation of the 1st level control arrangements in project level (the role of 1st level controllers; the role of MA and NA in 1st level controls; documents provided for the approval in other programmes) - experience of other programmes - Organization of the process of the 1st level controls on the project level in eligible territory of Lithuania and Poland - Transfer of documents, deadlines of submitting - Discussions and exchange of experience on control of project costs and expenditure - Cost categories by Application Pack and cost categories in sample projects - Case presentations by programme secretariat and representatives of intermediate body from Lithuania and Poland - Difficulties concerning eligibility of costs categories encountered in the quality assessment of project applications - expert advisory on how to check such costs - Conclusion notes by MA and NA based on discussions and exchange with experts statements for joint interpretations of cost eligibility control in Lithuania and Poland MA and NA |
