Good management practices in INTERREG IIIB programmes

Background

Under the Objective 3 Territorial Cooperation of the New Programming Period the transnational dimension continues to play a crucial role. The bodies and authorities (MA, PA, JTS, NCP, etc.), who are managing the transnational cooperation programmes in the current periode would also be involved in the new programmes; though some programmes areas and some structures are due to be adjusted.
It would be of utmost importance that the new managing structures learn from the experiece made; from the good practices in place as well as from the existing bottlenecs.
The challenges and obstacles ahead may differ from the existing ones, however in most cases they would remain similar.
Furthermore the IIIB programmes located along the external border of the EU have some specific common features, such as e.g. the neighbourhood dimension, which should be taken into account as well.
In the view of the above it would be essential to provide a forum where the exchange of experiences made by different INTERREG IIIB programmes, located in INTERACT Point Managing Transition and External Cooperation (INTERACT MTEC) focus area.

Objective

INTERACT MTEC therefore envisages to invite some INTERREG IIIB programme authorities to a seminar on different management issues. The following approach would be applied:
- Discussion forum on achievements and problems occurred in the current programming period, facilitated by INTERACT MTEC experts;
- Good practice cases to be reported in a summary document, in order to support the preparation of the new programmes.

Target group and programmes

The target group would include national-, regional-, local authorities and other strucuters, such as Joint Technical Secretariats, in charge of the management of INTERREG IIIB Programmes.
The programmes to be involved would be:
- ALPINE SPACE; ARCHIMED; BALTIC SEA REGION; CADSES; MEDOCC
and, to increase the exchange of experiences, one programme outside INTERACT MTEC focus area (max. 2 participants).
A restricted number of participants is more suitable to better focus the main issues. Therefore and due to the limited capacity of the office rooms, a maximum of 30 representatives of the programmes (max. 5 participants per programme) would be accepted.

Content (tbc and further developed)

1. Project development:
- Strategic project generation: How to promote the programme strategies and stimulate potential project developers? A top-down approach.
- How to manage a bottom-up project development process? How to steer and stimulate project ideas?
- How to support partner search on the other side of the EU borders?
2. Project implementation:
- Responsabilities and communication flows among the programme bodies. Forum discussion on good practice and bottlenecks.
- Support tools for a smooth cooperation at project level.
3. Financial management:
- Common Transnational Activities: good practices in place.
- How to handle revenues? Study cases.
- How to assess and ensure the financial sustainability after project closure? Good practices.
- Private project partners eligibility.
- Financial management and procurement laws for Neighbourhood Programmes.
4. Information and pubblicity issues:
- Good practice and challenges ahead.
