Keynote speakers from the European Commission and other European Institutions as well as governmental representatives of the EU Member States were invited to discuss the future of territorial cooperation. Panel sessions were devoted to the changes, needs and challenges for 2007-2013, while work groups tackled technical aspects of programme management.

The conference targeted those persons representing European Territorial Cooperation 2007-2013 programme authorities and bodies (Managing Authorities, Certifying Authorities, Joint Technical Secretariats) as well as representatives from Member State authorities dealing with European Territorial Cooperation programmes.
