INTERREG Mid Term Evaluations

The following pages are intended to provide all actors and stakeholders interested in the development and implementation of the INTERREG Community Initiative with a comprehensive repository of Mid Term Evaluations of the INTERREG programmes for Strands A, B and C and for activities covered under Article 53 of the INTERREG guidelines.

Every INTERREG programme was required to deliver the Mid Term Evaluation to the European Commission by the end of 2003 (which marks the half way point for the programming period 2000-2006).

The documents collected and published here represent an enormous reservoir of information on INTERREG programmes active throughout Europe. They contain experience and practices from which many lessons can be learned, particularly as the Mid Term Evaluation is an exercise intended to review the continued relevance of the activities of the programme and the efficiency and effectiveness of programme management. It focuses on how the programme budget is allocated and on how it is addressing the thematic priorities that the programme was intended to address.

The evaluations were carried out by independent evaluators who made concrete recommendations designed to tackle the weaknesses and capitalise on the strengths that were identified. Programme managers are required to follow up on the recommendations of the Mid Term Evaluations.

The publication of the following documents was approved by the different Managing Authorities responsible for the relevant Programmes. This project was planned and agreed by the Member States and the European Commission responsible for the INTERACT Programme.
